All I can say about your project! Looks Amazing! Will it run a a separate shell? Or like Objectbar, replacing the taskbar? Either way, simply amazing!!
If I may give you a suggestion, if possible of course, try to make it easily themeable/skinnable by users. That would be really good to have!

I am writing the same kind of replacement also based on Cairo, I love the start menu and quick dock. Great ideas. - Mark
